Crash mat regulations can be found in the SSC Red Book - Appendix D1-D11 starting on page 132. 

Please note, there is no definitive rink size standard for NHL rinks, and the rink width, length and corner arc may vary. The most standardized NHL rink is 85’ x 200’. Olympic sized rinks are 98.4' x 197'.
